The bad Romulans in the movie were a rogue group, not the general population. I can't say much more without risking being a spoiler. I don't know about ethnicity. I always thought the original Romulans were sort of Italian and the Klingons were Germans. That's just my opinion.

Wow...the Romulans looks scarier than they did on TV...what ethnic group are they supposed to represent again? Germans?

I've always thought of the Romulans as representing the Soviet Union.
